Timothy F. Harris, F.S.A., M.A.A.A

Tim has  almost 50 years of experience in the Actuarial field. Consulting projects include assignments for State and Federal government agencies, HMOs, Healthcare Providers, Employers, and Insurance Companies.

 

Tim assisted state insurance departments in the financial examination of insurance companies, Blue Cross/Blue Shield associations, and HMOs. These consulting assignments build on his insurance company experience as chief actuary, his background in developing the Valuation Law Manual, and his service in various capacities within the Society of Actuaries.  These examinations range from straightforward examinations of smaller regional insurers to complex examinations of national insurers with universal life, equity indexed, and separate account products along with reviews of applications for captive life and health reinsurance companies.

 

Tim has also advised states with the development of managed Medicaid programs for all health care and for behavioral health. Tim has also worked with a number of employers, health insurance companies, third party administrators, and health care service providers in a number of areas. This work encompassed benefit design and pricing on both a capitated and fee‑for‑service basis. Recently his consulting has focused on Health Reform, its impact on state Medicaid budgets, the implementation and management of Pre-existing Condition Insurance Pools, and the planning necessary to implement health insurance Exchanges.

 

Tim is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries. He has served on many professional committees. Tim has served on the Society of Actuaries’ Board of Governors. He is a past member of the Life Committee of the Actuarial Standards Board. He has also been a member of the Medicare Cost Containment Work Group and the Medicaid Work Group of the Academy of Actuaries.

 

Tim has spoken at meetings of the Society of Actuaries and other insurance organizations. He has written numerous articles and papers. He wrote a book entitled “Living to 100 and Beyond” on the increasing longevity of humans and its impact, highlighting increased longevity of humans and the implications for individuals, social insurance programs, and insurance companies.  He  co‑authored for Actex a textbook "Actuarial Aspects of Life Insurance and Annuities” and has recently written another book for Actex on Health Care Coverage and Financing in the United States In addition, Tim developed and previously for many years updated annually a manual summarizing life and health insurance valuation laws, regulations, and their interpretations for the American Academy of Actuaries.

 

Tim holds Bachelor of Science degrees in Physics and Mathematics from Purdue University.
